As a native Spanish speaker, when I started doing web sites 10 years ago, you were able to find documentation only in English.
Thankfully I had a good knowledge of the language.
Through the years I happened to believe that English was the de-facto language that programmers use.
Now I have more arguments that support I was in the right track.
Like this article at Coding Horror mentions (read the comments too), I believe it’s not a matter of culture, it’s just funtional.
